Moving Forward Together: Recruitment and Retention Stipends

Good afternoon, TCUSD Family!
I want to take a moment to address something that I know has been on the minds of many of our employees: our recruitment and retention stipends. First, I want you to know that I hear you, and I understand the concerns that have been raised. Since arriving at TCUSD on July 1, one of my priorities has been to better understand our systems, processes, and expectations across the District. What I have learned is that there are areas where we need to do better, and I am not afraid to acknowledge that. When it comes to our recruitment and retention stipends, I recognize that we have not consistently had the systems, communication, documentation, and accountability in place to ensure everyone clearly understood the expectations and requirements. That is a systemic issue, and as your Superintendent, I recognize that we have a responsibility to address it. I do not believe it is fair to hold employees accountable for expectations that may not have been consistently communicated, supported, or monitored. At the same time, we have a responsibility to follow Governing Board policy and applicable funding requirements. See attached.
With that in mind, for the 2026–2027 school year ONLY, my decision is to move forward with providing the recruitment and retention stipend to every employee who meets the applicable eligibility requirements. This is a one-time approach in recognition of the fact that the systems, communication, and accountability needed to support the existing process have not been consistently in place. Implementation will remain subject to the required funding and approval processes. I want to be clear that this is not about lowering expectations or eliminating accountability. It is about acknowledging a systemic issue, taking responsibility, and doing what is right for our employees while ensuring we meet the necessary funding and approval requirements. Beginning with the 2027–2028 school year, we will follow the established stipend criteria with clear expectations, consistent communication, and accountability throughout the year. Everyone should know exactly what is expected and have the opportunity and support to meet those expectations.
Moving forward, we will establish clearer processes, consistent documentation, and meaningful accountability so that we are not having these same conversations year after year. Our employees deserve clarity, consistency, and fairness, and it is our responsibility as district leadership to provide that. I have said from day one that we are stronger together, and I truly believe that. Leadership means being willing to acknowledge when something needs to change, take responsibility, and then do the work to make it better. That is the commitment I am making to each of you. Our employees work incredibly hard for our students every single day. I see that; I appreciate that, and I never want that commitment to go unnoticed. Thank you for your patience, your professionalism, and everything you do for our students and one another.
Stronger Together,
Scott Nedrow
