Staying Informed: ASBA Tri-County Meeting and Proposition 320 Update

Good afternoon, TCUSD Family!
On October 24, I had the opportunity to attend the Arizona School Boards Association (ASBA) Tri-County Meeting alongside TCUSD Governing Board Clerk Linda Honahni and other educational leaders, including Coconino County Superintendent Cheryl Mango-Paget.
Our conversations focused on several important challenges facing rural school districts, including transportation, road conditions, facilities, employee housing, and recruiting and retaining quality staff. These are issues that directly affect our students, families, and staff at Tuba City Unified School District. They also remind us that supporting student achievement requires attention to the resources and services that make learning possible.
Proposition 320: What Our Community Should Know
As I have previously communicated, Proposition 320 is a statewide ballot measure concerning school district operational spending. My purpose in providing this information is to ensure our staff and community have access to accurate, factual resources about Proposition 320. The district is not advocating for or against the measure.
Important information includes:
-
Certain districts would be required to allocate at least 60% of operational spending toward direct instruction.
-
Districts subject to the proposed requirement that are below the 60% threshold would generally be required to increase direct-instruction spending by at least half a percentage point annually, beginning in fiscal year 2027–2028.
-
Transportation, school safety, maintenance, and other essential operational services are generally not included in current direct-instruction spending classifications. The Arizona Auditor General would be responsible for establishing the applicable classifications under Proposition 320 if approved by voters.”
-
The proposition does not establish additional funding specifically to meet the proposed requirement.
Based on our current enrollment and geographic location, TCUSD does not appear to fall under the proposed 60% direct-instruction spending requirement as currently written. However, understanding statewide education issues remains important to our district and community.
Arizona Auditor General Update
On October 23, the Arizona Auditor General released additional information addressing Proposition 320, including information about instructional spending classifications and how the proposed requirements would operate if approved by voters. Our district will continue reviewing information from official sources and sharing relevant updates with our community.

Our Commitment to Communication and Transparency
I believe our community deserves to understand not only the successes happening throughout TCUSD, but also the challenges, opportunities, and statewide conversations affecting public education. My commitment is to continue sharing information, listening, asking questions, and working collaboratively to ensure we are making informed decisions that keep our students at the center of everything we do. Thank you for your continued support of the Tuba City Unified School District.
